    Dr Low Teck Seng

    Dr. Low Teck Seng graduated with the B.Sc. (First Class) and Ph.D, in 1978 and 1982 from Southampton University , United Kingdom . He joined the National University of Singapore in 1983. He founded the Magnetics Technology Centre in 1992. This research centre was the predecessor of the Data Storage Institute, a national research institute focusing on technologies in magnetics and optics relevant to data storage. Under Dr. Low's leadership the DSI grew and is now recognized as one of leading research institutions in this area of research. DSI is now 250 strong. In 1998, he returned to the Faculty of Engineering at the National University of Singapore as Dean. During his tenure as Dean he initiated four faculty level multi disciplinary laboratories, the Laboratory for Concurrent Engineering and Logistics (LCEL), the Laboratory for Biomedical Engineering (LBME), the Large Scale Systems Laboratory (LSSL) and the Information Storage Materials Laboratory (ISLM).

    In January 2002 he led a team to start the fifth polytechnic in Singapore , The Republic Polytechnic, and was appointed its Principal/CEO in August 2002. On July 1 st 2008 he joined Parkway Holdings as Group Senior Vice President and CEO of Parkway Education. As CEO of Parkway Education he intends to build an education business for the Parkway group with colleges in Singapore and the Region.

    Dr. Low is on the Board of several companies listed on the Singapore Stock Exchange. He was also a Driector Semicaps Corporation, a company that he started with three other colleagues from the NUS till 2007. This company was spun out from NUS. He was also instrumental in spinning out a company, Laser Research, when he was the Director of the DSI.

    Dr. Low is well networked internationally and was a Director of the Institution of Electrical and Electronics Engineer (IEEE) in 2001 and 2002. The IEEE is the biggest professional organization in the world with more than 370,000 members. He has been vice president of the Indus trial Electronics Society of the IEEE. Prof. Low Chaired the IEEE's Strategic Planning Committee in 2004. His other international activities includes membership on the editorial boards of 3 international refereed journals. He is currently a member of the Fellows Committee of the IEEE.

    Dr. Low is a Fellow of the IEEE and he continues to be active in research. His technical interests are in computational electromagnetics, nanomagnetics and data storage technologies. He is a recognized expert in the design and control of permanent magnet motors and actuators.

    Dr. Low currently Chairs the A* STA R's (Agency for Science Technology and Research) Thematic Strategic Research Programs and Singapore 's national initiative in Nanoelectronics. He is also a Board member of the Health Science Authority (HSA) in Singapore , the National Community Leadership Institute (NACLI) and participates in national committees developing plans for Singapore in education and technology.

    For his leadership in Science and Technology Management and the development of research in Data St orage Technologies in Singapore , he was awarded Singapore 's highest honor for Science and Technology in 2004, the National Science and Technology Medal. At the 2007 Singapore National Day he was awarded the Public Administration Medal (Gold) by the government of Singapore.
