Biography

Jat-Yuen Richard Liew graduated from the National University of Singapore with a Bachelor degree in 1986 and Master of Engineering degrees in 1988 and from Purdue University USA with a PhD in 1992. He subsequently returned to the National University of Singapore and became a full time academic staff. He is currently the director of Hazard, Risk and Mitigation Programme.

He is a registered professional Engineer in Singapore, a Chartered Engineer in U.K and member of the Institution of Structural Engineers in U.K. In addition, he is a Chartered member of the Structural Engineering Institute of the America Society of Civil Engineering and a Member-at-large of the Structural Stability Research Council (SSRC) in USA. He is the Chairman of the National Group (Singapore) of International Association for Bridges and Structure Engineering, and the immediate past president of the Singapore Structural Steel Society.

Prof Liew's research interests have been in the area of steel and composite structures. The focus of his efforts has been investigations into and development of sustainable metal-composite technologies including deployable tension systems, steel-concrete composite systems and structures subjected to extreme loads such as blast and fire. These investigations have ranged from technologies for prefabrication production of steel structures for high-rise and large span systems at one extreme to design for fire hazards and extreme loadings for structures in offshore and defense related industries at the other end of the spectrum. Arising from this work, he has co-authored 4 books and generated more than 250 technical publications. These include technical articles in journals, conference proceedings, presentations, reports, book chapters, and patents.

Prof Liew interacts closely with the steel industry in the Asian region as a technical advisor in the areas of steel and composite structures. He has also seen his R&D brought from the laboratory to full-scale applications. The latter would include the deployable cable-strut systems (IP Patents), performance-based fire engineering method (design guides for performance-based fire safety design). His designs have been applied in some 15 full-scale installations for airport structures, high-rise buildings, large-span structures and special pretensioned structures. He is active in providing special advisory work in Singapore and the Asia-Pacific region.

Professor Liew has been serving as a council member of the Singapore Structural Steel Society since 1992. He is currently the Immediate Past President of the Society. He serves in several international and local committees related to standards and specifications of steel and composite structures. He also serves in the editorial board of the five journals including the journal of constructional steel research, journal of steel and composite structures, journal of steel structures in Korea, journal of advanced steel construction in Hong Kong and the Journal of Progress in Steel Building Structures in Shanghai . He is a member of the Singapore Specification committee on steel building products, advisory committee on the Hong Kong Code of Practice of Steel Structures, IABSE Working Commission 2 on Steel, Timber and Composite Structures. He is also on the International Advisory Board for numerous International Conferences on fire and Steel Composite Structures, and has chaired numerous sessions on advanced analysis, composite construction and fire engineering and international symposiums over the last few years.

  • The Steel Design Handbook by McGraw Hill, in which A/Prof. Liew contributed a major chapter, won the 1997 highest award of excellence given by the Association of American Publishers to McGraw-Hill. The handbook provides practical pointers for planning of buildings, and improved methods of analysis and design with limit states idealization. It includes the latest design specification for the steel structures.
